Great Desktop for using Avid Media Composer

Hey so, I'm not too familiar with desktop or laptop technology. I looked at the specs for Avid and it all seems like gibberish to me since I don't really know the world behind that sort of technology. My main question is ~ What are some good desktops I can use that will run Avid Media Composer great when I editing my short films and such. A friend recommended me this desktop (https://goo.gl/Xfksvp) but I'm not sure if it'll be that great. I'm not experienced with building my own desktop and my budget would probably be <$3500.
Any help would be much appreciated.
Edit: I was planning on getting a Mac computer but I learned that one can get a desktop for a lot cheaper and it can perform just as good as a Mac. Could you guys link me some suggestions ?

It's always best to go with a system that Avid sanctions/endorses. It also helps when you don't want to build a system.
