I learned that higher shutter speed can help key out green screen more effectively.
Can the same idea work when you're doing roto or masking in after effects?
Yes, motion blur (blur in general) is the bane of compositing. If I remember correctly, they were using something like 12 degree shutter angles in Tron (about 1/800th) and shooting somewhere around F8. When you consider they were probably using 100 ISO film, it was literally as bright as daylight on-set!
