Do I need a permit?

I was wondering if I'll need a permit to shoot with a camera mounted outside a moving vehicle in New York City. I'll probably use a full frame DSLR or a blackmagic pocket.

Probably not. Because it will be a wide angle I guess even in 4K resolution it will be very difficult to identify the car plate of the car in front of yours. Also asking people for their permission is a not manageable quest which you don't have to do at such high number of people. Every year are millions or tourists shooting billions of photos and videos in NYC and there are of course people they have not asked for their permission.
If you want to make your footage public (you will probably) just make sure that there is not car plate readable. And don't lose your camera while it's mounted to the car. It's possible that you could get a penalty because of that.

I used a DSLR mounted on the outside of a car in NYC on at least three gigs and never had any interest from the police / LEOs.
