How to downscale 4K to 1080p?

Hey guys. I film in 4K a lot so I can punch in and out using one camera for my interviews. I've been dropping my 4K footage onto a 1080p timeline then manually scaling it down to 50% for full frame shots, then scaling to 100% for close ups. I only need to export at 1080p.

Am I doing things the right way or should I be converting the footage?

if your project is 1080...it gonna be export in 1080. what software do you use?

I use Premier Pro. My project is 1080 and I want to export in 1080, but I know that people drop 4K footage into a 1080 timeline so they have more to crop in on and retain high quality footage. Just wondering if that is the best way of working with 4K on a 1080 timeline?
