Its a romantic movie in which a very young girl falls in love ith way too older man than her. But I am struck at the story.

Stop over thinking it.
Write it.
Shoot it.
Edit it.
Distribute it.
Repeat.

My main problem is that I am shy of shooting in crowded place , how to deal with this . Can my short film be good to shoot entirely away from crowd . Later on when I gain confidence and experience then I may consider shooting in crowd.

This is so funny, the average Nofilmschooler will tell you "hey stop talking about camera, its all about story," and some one actually asks about story and no one has anything to say.

Research a three act structure, usually in a romantic comedy, every story has the same structure. Two people meet, a relationship blossoms, then at the end of act two, something separates them, then act three is when the main character tries to get their loved one back. Thats the usual structure.
