I like to produce one short film so is there any chance I can sell it . How do I sell my short film?
Short films really do not have any marketability in my opinion. Unless you just want to do shorts. If you can take the time to write material for a 15-20 min short, put in the work to write a feature. People can diss Robert Rodriguez all they want but his advice is sound. Look around at what you have available, use that to your advantage. Shorts have their place, to gain experience, experimentation, promotion, etc. You can chase festivals, but the time and money you spend on trying to win an award you could have made a feature you could possibly sell.

Most short don't sell.
A good short, however, can help you sell your plan for a feature, because it can showcase your talent.
If it's your firt attempt at narrative: go short. You'll learn quicker that way.

It's hard to sell. ...You can win a budget for the next one.

Very hard to Sell... so count it as a stepping stone. People get to see what you are made of and will give you money to do work for them or invest in your next major project once the production is solid.
