Is it camera or Edit Effect?

Dear friends,
Can you please suggest me how is this cinematic effect achieved? Is it shot with 5D in a flat profile or done fully in post? And if post how was this colour achieved?
I am doing a projet where I need this look?
Kindly suggest.

This looks like super crude time-lapse video. I don't know if I would call it cinematic, but you could shoot this with any camera that has a time-lapse function or can be controlled via a time-lapse controller. If you like the "jerkiness" of the video, you could achieve the same effect by cropping in to the still-photo image and offsetting the frame between different pictures, so the image will have that "jerky" look to it.

As for color, it's up to you to control the color you are recording, either by the camera settings when you are shooting the actual time-lapse images or by your image processing software in post.

Shooting RAW images would give you the greatest amount of control in the finished video, but you would need to know how to process RAW images. ( it's not that hard, but it will take some practice to get good at it )

BTW, there are lots of small "pocket" still-photo cameras that can shoot RAW images, and some of them have built-in time-lapse functions.
