Can the Hp 820 handle 4K RAW editing? If not, which workstation is more reliable?

A HP Z820 workstation would be fine for 4K RAW editing provided you had a good RAID system to handle your video files.

In terms of most bang for the buck, I would look at building a system like this ASUS X99 platform that would cost about the same as the HP Z820, but it would be significantly faster for video work.

Z820 will absolutely be great for editing 4K natively. Just make sure to put a really good graphics card in it, such as a Titan Black. (No need for the Quadro K5000 that comes with some of the Z820s.)
