Do you already have a working computer? If you do, there's a lot of free or low cost screenwriting software like Trelby and Celtx that you can use to start writing.
This is a very broad question. Each region/country would have rates tailored to the strength of their markets. Then after that you come down to level of experience tier. Which region are you specifically referring to, then?

Is your idea interesting? Do you have a release plan for your short? Typically I've had no problems finding crew or actors for little or no pay at all when it is for a competition, or a pitch-type where we enter an agreement with the actor that we will secure them for the role if funding comes in, unless otherwise they don't want it.
Whilst building up the reputation of a brand, never forget that the reputations of the people running it (you!) are just as important. Don't neglect the fact that brand-aside, you are still very much your own person, with a reputation to upkeep.
I'd say there are great benefits to having both concurrently, but you can be equally as successful, if not more, with just one of each.
