Do you have a link to Ogilvy talking about agencies doing that? TBH I've never even heard of agencies making spec spots, seems like an odd business model for sure.

For full broadcast jobs, agencies are often expected (by their client) to have three production companies/directors bid on the job. It comes down to a mix of previous relationships, the directors work, the director's treatment/pitch and the proposed budget. It all starts with relationships and trust that for the large amounts of money spent, an great job will be done. If it's a known director, that works or maybe a production company could vouch for a new director (with a reel of creative and interesting work).

Why can't there be a slate app that connects every, sends a tone to audio recordist and frame to the camera with all the information? It may seem small but the hassle of getting an AC in front of lens where it can focus can sometimes ruin the flow of getting shots.

Article Comment – Reduce the Noise: Basic Tips for Shooting in Low Light

Honestly, you're right BUT it's really hard to teach the basics without overwhelming a beginner if you're trying to blurt out every piece of information at the same time. It is isn't conducive to good learning.

Maybe NFS could post a rating on each post to inform the reader of the level of information in the post. Like "BEGINNER" moving to "PROFESSIONAL" or something like that. A mention to the beginners that the information in the article is mostly accurate but there are always exceptions and more things to learn along with links to articles available for further learning may be helpful.
