Always open to collab in case you need an editor.
If you're going full on Premiere go for a windows system. You can get much better specs for the price and it will be faster than if you use it on a Mac machine. If you intend to use FCPX stick to it because it will be much faster than premiere on a Mac.
If you choose a windows machine go for a i7, a nvidia 10 series card. For ram and storage it depends on your needs.
I agree with Stephen. If you really can't, or don't want to change the script to make it fit to your location just finish it and save it for later. But you still should try to write something and shoot it there. If your case is the language, just do it in your own. These days even If you don't shoot in English you can still make it spread thanks to the internet.

I agree with Stephen. I've been using laptops for editing since college days not because I'm on the move from set to set or anything. Simply I could not settle in one place so that I could make my own editing desktop machine.

Everyone know's that FCP is faster than premiere. It is made by Apple to work on Apple so it is highly optimized. But if you pick up a Macbook, use premiere and place it against a windows system the same price you get a Macbook, the apple machine looses.
