I don't think that's correct. Yes a good GPU can help but from my experience the two most important components for an NLE like Premiere are a powerful CPU and fast hard drives.

Theoretically, would maintaining the same video quality mean that less compression would be required since every frame will be more complex, and thus the file size would be greater? Not sure about this, but curious.
Wouldn't that limit you to a specific shutter speed? Seems like a creative sacrifice...
