It IS the mindset that is the problem: "We're so small, we're so poor, we're on private property, and anyway what could possibly go wrong.." It's just like "why are we spending so much money on lunch and crafty?" The priorities are out of whack. If you don't want to pay, don't play.
The State Fund premium is tied to your budget and length of your shoot. I paid $300 for a $5K budget on a short. Also, CA law requires all employers to have it so if anyone is injured and you don't have it, you will be sued AND fined. :(

Workman's Compensation insurance is very cheap through the California State Fund. Securing a permit means that someone who knows what they're doing will review your plans.
