Are you mental? She didn't accomplish one thing, othe than distracting Finn for 35 minutes of the film. Didn't achieve objective of mission, didn't stop one person of the First Order from advancing on the base, didn't support or save anyone, left human slaves behind while freeing animals, interrupted Finn's hero moment, which would have caused enough diversion for the good guys to find their way out of the cave, saving Luke in the process.
No, it's quite arguable whether she was even needed TLJ, let alone ROS.
I was surprised she was in ROS at all! Again, she accomplished nothing. Turning her in to a Star Wars version of Scooby's Daphne was a clever camouflage, but again she accomplished zero.
She's standing on the memory of her sister - who DID actually made a meaningful sacrifice.

And there was no need to put a love triangle in the film, it didn't serve the story one bit. After all the complaints and arguments about fan service and nostalgia, you'd think people could get away from the need to try to recreate Han/Leia. Oddly enough, POE and Zori came close to that chemistry. Finn and Rose? Not so much. Rose was pushy, was going to turn him in as a deserter, then all of sudden is kissing him, with no positive romantic tension coming from Finn.
