The highlights at 1:30 aren't blown. Pull down the gamma and see for yourself. It's just a very very soft shoulder. It reminds me of 80s film stock.

Article Comment – Unnerving Ambient Sounds in the Films of David Lynch

Although the scenes were quite short I immediately was caught with the suspense in every fragment shown. My background in electronic music made me recognize the origin of these sounds. Without exception I identified all of the sounds as being heavy equalized white noise, sometimes with added reverb to make it a wide panoramic soundscape. Very intrusive.
