Panasonic gh4

I have my settings to cinema4k at 24fps. Record format:mov I'm also using a Metabones speedbooster Nikon mount.
So I import my video files to premiere pro and check the property settings and the image size is 1280x676, which 720p. I want to know why that is and when I try to export to 1920x1080 the QuickTime video is only half of the full screen size. I'm just wanting my 4k image to be down scaled to 1080p properly.

You likely have a 720p sequence/project (you should change your sequence settings to 1080p) and you likely have Scale to Frame Size set in such a way that it scales down on import and it does scale up to a larger export size (which is doubly terrible, because Premiere Pro loses resolution when it scales down--Davinci Resolve is smart when it can be and does not do this).
