In The Hunger Games, you do a three-finger salute when you want to honor someone. It's a poignant and powerful symbol throughout the series.

What Is the Three-Finger Salute From The Hunger Games?
Within the narrative of The Hunger Games, the first instance of the three-finger salute being shown and explained occurs when the people of District 12 direct it at Katniss Everdeen after her Reaping for the 74th Hunger Games.
At that ceremony, Katniss volunteers to take her younger sister Primrose's place as tribute. As Katniss stands on stage, the crowd of District 12 collectively raises their three middle fingers to their lips and then extends them towards her.
Katniss herself describes it in the book as: "It is an old and rarely used gesture of our district, occasionally seen at funerals. It means thanks, it means admiration, it means goodbye to someone you love."
Its initial meaning is a complex expression of thanks, admiration, and a solemn goodbye to a loved one.
But the symbol gains new meaning as the series goes on.
Why Does this Salute Catch On?
While the salute is an old custom specific to District 12, its public display during Katniss's Reaping, broadcast across Panem, plants the seed for its later transformation.
They start a trend, and everyone starts doing it.
And then, during the games, after Roo is killed, Katniss gives the symbol to the screen and shows her district respect for its competitor.
This is an act never seen in the games and one that defies their Capitol overlords.

- Resistance to the Capitol: The gesture becomes a defiant act, a silent protest against the Capitol's tyranny and the brutality of the Hunger Games.
- Shared grief and respect: It continues to honor the fallen, particularly those lost in the fight against the Capitol.
